I suppose I can create a CHM file as well and make it available for download. Add it as a tool, of type Help file (CHM), and assign a shortcut.

Maybe you can look first (at program start), if there is a 'help.chm' in the program-folder. So we can install it manually in there folder, after download it.
On the other way, each user must configurate the help-tool-configuration for themselves.

You could also offer help in HTML format (in a seperate folder) for download and then check for the Subfolder with 'TextEd.html' at program start.

But completely without local help ...

Or.... after editor is started, in a background-task, if anyway is checked for updates, switch to a local help if there is no internet-connection and a local help-file/-folder is present.
