The strangest thing is that I renamed my TextEd.ini (and *bak.ini), got fresh editor and it is still not displayed

When debugging (stepping over the script), Document.BeginUpdate() command should be automatically discarded, of course.

In CSS highlighter color values have colored backgrounds; <style> sections in HTML documents get CSS syntax highlighting, but color values has no indicative backgrounds:

In the Theme Manager, in HTML highlighter there's an entry for Html Standard (this should be rather named Html Standard tags, same for Htm table); anyway, there is no such entry for All Languages, or rather this entry is called Keyword2.
