NOT A BUG: hanging/confused tabs - cause discovered

This is a follow-up on a previously-reported issue that I had trouble reproducing...

I now have established what is causing this issue. Frankly, I don't think anyone is going to spend effort trying to actually resolve it, but I'll report it here just for history's sake...

I use a Windows theming program called WindowBlinds 10, on Windows 10 Pro...

If I have RJTE open, and I load a new skin in WB, then many things end up disabled in RJTE... tabs are just part of it, much else is confused as well.
The fact is, that Stardock (the makers of WindowBlinds) are not going to put any effort into looking at this issue; they are struggling enough, trying to address ongoing issues with Windows 11, and can't be bothered with Windows 10...

and I know our illustrious leader here has many other issues to deal with, and I am content with the effort that he puts in to maintaining RJTE.
So I'm not asking for any further support on this issue, I just want to document it in case someone else sees the same issue...
