This behavior occurs in both RJTE and Mpad when using hotkeys for comment/uncomment (Ctrl + '), (Ctrl + /).

1. Start a new document.
2. Change highlighter to CSS.
3. Enter any two lines of text.
4. Highlight first line.
5. Press hotkey to comment (Ctrl+').
6. Highlight second line.
7. Press hotkey to comment (Ctrl+').
8. Press hotkey again to toggle comment off.
9. Press hotkey again to toggle comment on.
10. Undo all (Ctrl+z).
