I want to assign Shift+Alt+Q to a tool, but it appears to open a file selection explorer window and then opens that file with the associated program (not in TextEd). So, what is it doing and why can't I use the shortcut?

I don't know what it does -- I guess you have assigned this shortcut to some action (OpenInDefaultProgramAction?). Please go to Environment > Customize keyboard..., find Shift+Alt+Q and remove the action you have assigned to this shortcut. Nb. tool's own assign shortcut dialog should tell you what action the shortcut in question is already assigned to.

Apologies, it seems I hadn't added the tool properly. Upon editing it, the Command box was empty, so it was probably a prompt for that.
