ClipAction shortcuts stopped working

I have some clips with attached keyboard shortcuts and these shortcuts stopped working. When I double-click on the clip, it works. When I try to associate clip's shortcut to another action in Environment > Customize keyboard, I get a warning that this shortcut has been assigned to Text Clips. Yet, the shortcut doesn't work

Thanks, but I don't know how to reproduce this. It works fine at my end.
I'm pretty sure it's not because of some recent code change. I haven't made changes to the text clips panel or keyboard shortcuts in a long time...
