Within HTML highlighter everything in double quotes seems to be treated as a undifferentiated string, when if fact it can contain e.g. PHP code:
In the last line PHP code is not highlighted as such, because it is surrounded by double quotes. Could you please make it "break" out of those quotes and be highlighted as PHP? (I put bar- in double quotes to further illustrate the case; those quotes belong to PHP, not HTML.)

I think you have unchecked the option to enable highlighting in strings...
