PREDEFINED CODE SNIPPETS

Is there an option to create a predefined code snippet framework in the syntax tool that would be available when working in the editor?

Say I want to create a nested-if code block, could I create the framework and have it available via the ctrl+space editor short-cut menu?

Also, what is a Tag and how would one use it?
