In the following screenshot, the line with #tallMenu folds, the next level up, deviceLessThan960px, does not.

I tried this with the code displayed, but that seems to work fine. It would help if you could create an example file.

Unfortunately I experience code folding issues somewhat regularly. I've toned down that frequency description to make it easier on you RJ 
I'll see what I can do regarding more examples. Files, videos. Sometimes it feels like I am unlikely to get much done if I stop to make examples though. However, I do not want to give an exaggerated impression of the situation because I do not want to get you feeling down. I know you are trying your best.
Just one quick example is when the marker often displays on the next line of where a fold should start. Usually I don't try to activate that but once or twice when I do, the folding action is also broken.
