Probably not specific to this beta, but I'm using 10.23, b2.
The options panel has a "?" button in the upper-right corner that opens a tooltip for the next-selected control. In a dual monitor configuration, regardless of which monitor RTJE is on, the resulting tooltip always opens on the main monitor.

I've tried to reproduce it with the secondary monitor to the right. I can't see anything wrong. I've also tried themes and 32/64 bit versions.

Hmmm... I'm using the 64 bit version, with RJTE on the second monitor, which in my case, is on the left.

If RJTE is on the main monitor, the tooltip ends up just under the mouse pointer. If it's on the second monitor, the tip ends up at the correct Y value, but on the other monitor, right against the common edge between the monitors.

Fixed in v10.23 final.
It was caused by a bug in Microsoft HTML Help Control "hhctrl.ocx". I replaced the HTML popup help with normal tooltips.
