No, of course not. It is the 'light' version of RJTextEd. Lighter in functionality and hopefully quicker to fire up. Try the Context Editor, it is still downloadable. Can confirm that - just did an install of XP and RJTextEd works fine, no issues. Good to have my editor of choice on Windows XP, 7 and 10.

Instead of using node.js which is rather bulky and to my mind intimidating, you could use the old YWE widget engine which uses ECMA 4 and build a desktop application that does whatever you want using javascript. It is a little old, being ECMAScript 262 edition 3 but there are .js polyfills available...

More digging and I found a similar problem, caused by Wanda in a VB6 implementation of balloon tooltips. When Xwidget's animated PNG of Wanda was running, the VB6 balloon tooltips would fail to show. I will create my own icon and use the ImageListEditor.exe to make the changes, we'll see how that goes but I'd still suggest the default image should be changed. Though having the capability to edit myself is a good enough workaround for me.
