Actually, background is a shorthand (like eg. border or font) and can contain definitions for background-color, background-image, background-repeat, background-attachment and background-position, so this dialog may turn out quite sophisticated in the process... you're talking about CSS but I'm talk...

In HTML need auto pop up when type:

bgcolor="" -> select color
color="" -> select color
background="" -> file dialog
